On behalf of the United States Government, I congratulate the Government of Vietnam on the Prime Minister’s establishment of the National Committee on Disability – or NCD – last October and on today’s inaugural meeting.

The TPP offers a platform for expanding education and training services trade among TPP countries, particularly Vietnam. This could include online courses delivered by U.S. universities, exchange of education professionals, and U.S. and Vietnamese students studying at institutions in each other's countries.

Ladies and gentlemen: The Paris agreement on climate change has ushered in a key moment in history. We at USAID know that in the months and years to follow, our mandate to help countries prepare for climate risks and transition to low-carbon growth powered by clean energy and buffered by sustainable landscapes will grow ever more urgent and important.

Last year’s landmark ratification of the UN Convention on the Rights of Persons with Disabilities demonstrated Vietnam’s commitment to respecting rights, embracing the value of diversity, and promoting equal opportunities. It added a potentially important new dimension to our cooperation that is also at the core of USAID’s broader strategy for development cooperation, which is the emphasis on inclusion.

Days ago the United Nations agreed on a Post-2015 Development Agenda with 17 sustainable development goals (SDGs). Two weeks earlier, agreement was reached on the Addis Ababa Action Agenda for financing those inspiring and very ambitious goals. In many ways, Vietnam has become a model for the MDGs and it did so in collaboration with important development partners, including the US, and with the support of many international NGOs, including many based in the US. Today we should celebrate how that came to be, so that we can do even better on our new shared agenda.

It is an honor to join you this afternoon on National Disability Day. This year Vietnam and the United States celebrate the 20th anniversary of the normalization of diplomatic relations between our two countries. During that period our governments have partnered for significant achievements in areas of economic growth and trade, health, education, and support to vulnerable populations including persons with disabilities.

It is an exciting time as 2015 marks the 20th anniversary of the normalization of U.S.-Vietnam diplomatic relations.
The anniversary is an opportunity to take stock in how far this relationship has come and how much it has benefited the people from our countries. Over the past 20 years, our bilateral trade has grown from only $450 million to over $35 million annually in 2014. Over approximately the same time period the people of Vietnam have reduced their country’s poverty level from nearly 60 percent in the 1990s to 17 percent in 2012.

As we celebrate the 20th anniversary of normalized relations between the United States and Vietnam and look to the future, perhaps is there no greater opportunity to bring our two great nations together than on climate change and the environment. It is, therefore, truly an honor to speak on this topic so early in my tenure here in Vietnam and at such an important event.
