DANANG, August 5, 2016 -- Good morning and welcome to the Women in Science, Technology, Engineering, and Math Conference. USAID is committed to empowering women with a platform to ensure their voices are represented, needs addressed, and leadership potential fostered. In the words of President Barack Obama, “We… know that countries are more likely to prosper when they tap the talents of all their people. And that’s why we’re investing in the health, education, and rights of women, and working to empower the next generation of women entrepreneurs and leaders. Because when mothers and daughters have access to opportunity, that’s when economies grow, that’s when governance improves.”

In that spirit, I am proud to be here today to highlight achievements that encourage, support, and equip young women involved in all aspects of STEM. This is part of our overall commitment to workforce development through the Building University-Industry Learning and Development through Innovation and Technology (BUILD-IT) Alliance.

HANOI -- It is a pleasure to be here with you today for this important workshop. It's a workshop that will provide an opportunity to review and formulate a policy that will improve the economic livelihood of people living with HIV and AIDS, their families, and communities. But first, you will hear about successful strategies for increasing access to credit and working capital so PLHIV and other vulnerable populations can create employment for themselves and others.

HANOI -- It is an honor for me to join people who are so dedicated to making Vietnam a more inclusive society for people with disabilities. The theme of this year’s International Day could not be more important. “Removing barriers” and being more inclusive – those are goals that resonate in every country, including my own. But they mean nothing without leadership in government and in society.

As supported by the United States, LMI has implemented programs through a variety of interagency partners on both sides of the Pacific. The U.S. Agency for International Development, my employer, is proud to have a prominent role in that support. Through bilateral programs in LMI countries and regional initiatives managed from offices in Bangkok, we have been particularly active in promoting cooperation on health, environment and water, and education. USAID is hardly the only agency involved, however.

The U.S. government, through the U.S. Agency for International Development, has been working in the areas of people with disabilities for 20 years so far. An important part of assistance has been supporting education for children with disabilities. Vietnam's Ministry of Education and Training's leadership and partnership have been critical in our efforts to address barriers in education for children with disabilities. And through this kind of partnership, they can bring about the significant cultural and attitude changes in support of children with disabilities.

NINH BINH, Vietnam -- Ladies and Gentlemen, members of the National Assembly and staff: This collaboration between USAID, its project implementer partners and the Institute for Legislative Studies is one of the most exciting that we have in Vietnam. The bringing together of legislative leaders such as yourselves and experts to discuss this important subject is highly timely. Many of the reasons were elucidated so nicely by Dr. Thao.

VINH PHUC, Vietnam -- USAID is pleased to sponsor this set of two workshops this week to give Vietnam National Assembly members and staff the chance to hear first-hand reports from Vietnam's trade negotiators on the progress of the Trans-Pacific Partnership (TPP) negotiations, and to hear from experts in law, economics, and business as they share their insights on the challenges and opportunities that the TPP represents for Vietnam.

It is a pleasure and a privilege to join you today at this workshop on the role of the National Assembly in Vietnam's budget decision-making and oversight. This workshop and other support we are providing to the Institute of Legislative Studies recognizes that the National Assembly Standing Committee, in 2008, established the ILS as the leading center of research, information and policy analysis for the National Assembly.
