Dien Bien Province Shares Experiences in Successfully Integrating HIV Services and Information Systems for Social Health Insurance

On July 21, with support from USAID’s Sustainable Management of the HIV/AIDS Response and Transition to Technical Assistance (SMART TA) project, the Tuan Giao District Health Center (DHC) in Dien Bien province organized an experience sharing workshop on social health insurance (SHI) implementation and electronic health information system (eHIS) integration for SHI reimbursement and program reporting.  With strong support from SMART TA, Dien Bien and Nghe An are the first two Vietnam provinces to have 100 percent consolidation of HIV treatment facilities into the curative system and are now eligible for SHI payment of HIV treatment services. In Dien Bien, all 10 districts and provincial HIV treatment facilities have initiated social health insurance reimbursements since June 2016.  The event marks a milestone in USAID’s support to Vietnam for consolidating and implementing SHI to sustain treatment for persons living with HIV.  The Tuan Giao DHC was highlighted because of its success integrating HIV services into their existing hospital system. Tuan Giao is the first district in Dien Bien to successfully apply the eHIS HIV component to manage HIV patients and reimburse SHI. The Tuan Giao DHC has committed to paying monthly maintenance costs for eHIS from the health center budget without project support.
