Social Health Insurance (SHI) is evolving as an important resource for people living with HIV/AIDS in Vietnam to meet their HIV treatment needs as PEPFAR’s support in Vietnam transitions to full ownership by the Vietnamese Government. This means provinces must mobilize their own local resources for provincial payments into the SHI system. With technical assistance from the USAID Sustainable HIV Response from Technical Assistance Project, the People’s Committee of Bac Giang province recently issued a new policy, committing the provincial government to cover SHI premiums and ARV drug copayments for all HIV patients in the province for the period 2017 – 2020. This landmark decision makes Bac Giang the second province in Vietnam to ensure that all people living with HIV have access to free social health insurance coverage for their HIV treatment needs. To cover the cost, Provincial authorities have set aside $200,000 from their provincial budget. Fifty-five percent of this amount will be used to finance the purchase of SHI cards for 3,882 HIV patients, and the remaining 45% to finance ARV copayments. So What? With this locally-led decision making and provision of resources for SHI, Bac Giang’s HIV treatment scheme is locally sustainable and helps retain patients on lifesaving HIV treatment.
