An estimated 258,586 people in Vietnam are infected with HIV. Nationwide, approximately 115,000 individuals receive the anti-retroviral therapy needed to turn this disease from a fatal diagnosis to a chronic, but manageable, condition. HIV prevalence among people who inject drugs averages 19 percent and is as high as 30 percent in some provinces. Drug use continues to drive the spread of the virus to other populations and USAID has tailored its assistance in Vietnam to the following key populations: people who inject drugs, female sex workers, men who have sex with men and transgender communities.

USAID began supporting HIV/AIDS programs in Vietnam in the mid-1990s. In June 2004, HIV/AIDS funding to Vietnam was increased substantially under the U.S. President's Emergency Plan for AIDS Relief (PEPFAR). We work in close collaboration with the Government of Vietnam at the national, provincial and district levels in support of goals identified in the national HIV/AIDS strategy. Together with civil society and non-governmental organizations, we help to deliver prevention, care and treatment services and advocate for policies that will improve access to and the quality of HIV/AIDS services and strengthen the overall health system. We support comprehensive HIV interventions to prevent HIV transmission among key populations, including people who inject drugs, female sex workers, men who have sex with men and transgender communities. Clinical and home-based care and treatment initiatives help to extend lives. We are working closely with the Government of Vietnam to ensure that health insurance and other local resources can pay for the national HIV response. In fiscal year (FY) 2016, USAID has procured ARV drugs for 55,300 HIV patients. As health insurance pays an increasing share, the USAID/PEPFAR contribution will decrease to $10,400,000 in FY 2017 and the final contribution of $7,500,000 will occur in FY 2018.
