South Africa has one of the highest rates of gender-based violence (GBV) in the world (Jewkes et al, 2009). Women who experience violence – either sexual or physical – are at increased likelihood for a range of physical, mental and emotional health difficulties (Campbell et al, 2002). GBV also increases the risk of contracting the human immunodeficiency virus (HIV), a particular concern in South Africa where an estimated 17.3% of adults are living with HIV (Statistics South Africa, 2010).
An evaluation of the Hospice Palliative Care Association (HPCA) project was conducted in South Africa between September 7th and October 26th to document the degree to which the USAID-funded palliative care interventions were successful, identify best practices, suggest improvements, and provide recommendations for follow-on interventions.
The purpose of this study is to determine whether the Humana TCE programme has made a significant impact on communities where it has been implemented in terms of improving knowledge about HIV and AIDS, attitudes of personal empowerment and healthy behaviour within the context of the epidemic, and changing sexual and health seeking behaviours.
The evaluation also sets out to identify any additional effects, both positive and negative, and whether positive impacts are likely to be sustained over time.
The Umbrella Grants Management Project (UGM) is a five-year grants management program administered by FHI 360 with funding from the U.S. Agency for International Development (USAID). Through UGM, FHI 360 provides funding and technical assistance (TA) to USAID-selected nongovernmental organization (NGO) partners who provide HIV and AIDS services at local, provincial and national levels in South Africa. FHI 360-UGM seeks to promote high quality service delivery in alignment with the priorities and goals of the South African government’s HIV and AIDS framework.
