The Osh City Mayor’s Office, in partnership with the Youth of Osh Public Union, presented the Online Map for Citizen Reporting (http://map.oshcity.kg/). The map enables citizens to report to the Mayor’s Office about their needs, problems on their territories and other issues of the city. All reports are registered and indicated on the map so that everyone can see what problems exist in the city and how they are addressed. This tool is launched as part of the Collaborative Governance Program financed by the United States and the United Kingdom.

The map was presented at the press conference with participation of Osh Mayor Aitmamat Kadyrbaev, Vice-Mayor Kutmanaly Abdyrakhman uulu, heads of municipal services, representatives of non-government organizations and territory councils.

According to Mr. Kutmanaly Abdyrakhman uulu, Osh Vice-Mayor, the online map for citizen reporting simplifies the interaction of citizens with the municipal services.

"We express our deep gratitude and appreciation to the Public Association Youth of Osh - initiators of the project, as this online tool will contribute to establishing a close relationship between the municipal service providers and residents of the city of Osh. The Osh Mayor’s Office encourages all citizens to speak openly about their problems through www.map.oshcity.kg” noted Mr. Kutmanaly Abdyrakhman uulu.

According to the project manager Ms. Begimai Bekbolotova, the map is an excellent monitoring and evaluation tool of municipal service performance. “The map is very simple and user-friendly. One can easily send a message by completing a special form. Your message will be passed to the relevant municipal company and the Mayor’s Office. According to the law, the response must come within two weeks, otherwise, you have the right to report to relevant bodies” she adds.

The citizen reporting is a part of the project “8x13” (8 municipal services, 13 territory councils) aimed at promoting transparency of local authorities and improving their cooperation with Osh citizens.

Collaborative Governance Program (CGP) promotes effective collaboration among civil society, the private sector, and the Government of the Kyrgyz Republic. The Program is funded by the U.S. Agency for International Development (USAID) and UK Department for International Development (DFID), and implemented by East-West Management Institute (EWMI).
