The project is aimed at advancing democracy in the Kyrgyz Republic through free, fair and transparent 2016 local council and 2017 presidential elections; and providing comprehensive monitoring of the Kyrgyz Parliament.

MAJOR FOCUS AREAS

  • Raising civil society awareness of issues surrounding the local elections and presidential election voting procedures;
  • Timely, professional reporting of electoral disputes and violations detected by short-term observers and long-term observers;
  • Collecting information and data from observers and producing a final report on the electoral process, offering independent conclusions on electoral results;
  • Increasing knowledge and awareness of parliamentary activities. Increasing knowledge and awareness of parliamentary activities. Roundtables, video conferences with the regions, meetings with MPs. Publication of a monthly digest and final report.

EXPECTED RESULTS AND ACHIEVEMENTS

  • Observing and monitoring the 2016 local elections and 2017 presidential election, in order to guarantee the legality of procedures, election results and overall confidence of citizens in the country’s electoral processes.
  • National observation campaign including training and deploying long term observers to monitor the organization of elections, campaigning by candidates, and other activities.
  • Parallel Vote Tabulation (PVT) and Statistically based observation methodology (SBO) on Election Day.
  • Training and deploying over one thousand short-term observers in polling stations throughout the country. They will rapidly transmit quantitative and qualitative data on all electoral events.
  • Nationwide voter education campaign, raising public awareness of the quality of the electoral process and encouraging broad citizen participation.
  • Provision of extensive observation of Parliament: plenary sessions, committees, law drafting and compliance with legal procedures monitored by the Coalition’s team of observers. Information on Parliament will be shared to the public to increase institutional awareness and confidence.
  • Roundtables, video conferences with the regions, meetings with MPs. Publication of a monthly digest and final report on Parliament.
