Activity Goal
The objective of Energy Links is to increase national energy security in Central Asia to increase the ability to provide year-round, reliable power to their citizens.
Major Focus Areas:
- Increased transparent intra- and inter-regional energy trade by providing technical resources and support to the Central Asia South Asia -1000 Secretariat, the Ministries of Energy, and energy entities.
- Improved legal and regulatory framework and investment climate for the countries’ energy sectors by facilitating adoption of energy-related legislation and implementing regulations for effective oversight of the regional energy sector;
- Improved management, operations and commercialization of the energy companies through support for the State Property Management Fund and training of energy companies;
- Improved energy efficiency and demand-side management by providing technical assistance to energy companies and governments on regulation, plans and implementation programs.
Achievements to Date:
- Support and provision of resources to CASA-1000 Secretariat;
- Facilitation of key CASA-1000 agreements’ finalization;
- MOU on Cooperation with the Energy Sector Regulator to help develop its institutional capacity signed on April 29, 2015;
- MOU on Cooperation with the Kyrgyz Ministry of Energy and Industry to provide advice to implement CASA-1000 and future energy trade projects signed on June 3, 2015;
- MOU on Assistance in Establishing a Settlement Center with the Kyrgyz Ministry of Energy and Industry to support the Government’s efforts to establish an Independent Settlement Center signed on June 3, 2015.
