Maximizing Results and Impact through Greater Efficiency and Accountability

The U.S. Agency for International Development (USAID), as one of the key implementing agencies for U.S. President's Emergency Plan for AIDS Relief (PEPFAR), is dedicated to improving efficiency and accountability of programs to achieve the greatest impact in the global HIV/AIDS response by advancing the collection and quality of financial data, as well as providing technical leadership and capacity strengthening on its data analysis and use.

PEPFAR and its implementing agencies are widely recognized for efficiently and effectively investing U.S. taxpayer dollars to save millions of lives and change the course of the HIV/AIDS pandemic. PEPFAR programs are constantly innovating to generate greater efficiencies, drive down costs and increase impact. PEPFAR and USAID's relentless commitment to efficiency and accountability has allowed PEPFAR programs to dramatically expand results and impact without additional resources (Figure 1).

USAID supports this work in a variety of ways, including:

  • Providing global technical leadership and implementation of the PEPFAR Expenditure Analysis (EA) Initiative [PDF, 242KB], an interagency financial monitoring activity that provides valuable data to:
    • Improve accountability and oversight by tracking spending and program accomplishments over time
    • Improve transparency, collaboration and strategic planning with other stakeholders
    • Highlight areas for improved efficiency and improve alignment of future investments to program needs
    • Estimate the resources needed to support future programs
  • Engaging with multilateral and external stakeholders to support harmonization and collaboration of financial data tracking
  • Conducting trainings to strengthen capacity to understand and utilize expenditure and other financial data at USAID headquarters, USAID missions, other agencies and partner organizations
  • Developing innovative approaches, analytics and tools to support budgeting, planning, routine monitoring and performance management
  • Collaborating within and across agencies, including with the Interagency Collaborative for Program Improvement (ICPI) to interpret and analyze expenditure data alongside other data sources with the aim of increasing the impact of every PEPFAR dollar
