The NICRA Database is a Web-based tool located on the USAID internal network which provides USAID personnel access to PDF copies of NICRAs issued out of the Office of Acquisition and Assistance. NICRAs can easily be printed, saved, and/or emailed as needed. NICRAs memorialize a vendor's negotiated indirect cost rates, which USAID uses to facilitate the review of proposals, vouchers, and closeout actions.
