Deputy Assistant Administrator for Program Operations

Since August 2017, Sean E. Callahan has served as the Deputy Assistant Administrator for Program Operations in USAID’s Bureau for Legislative and Public Affairs (LPA) which includes the Office of Website Management, the Office of Internal Communications and the Office of Program and Management Operations.

Prior to joining LPA, Sean was the Deputy Mission Director to Cambodia. He also served in Egypt, Georgia and Indonesia as the Regional Legal Advisor to USAID missions in Southeast Asia, the Caucasus and the Middle East including supporting the Agency’s responses to the 2011 Arab Spring, the Russian invasion of Georgia in 2008 and the 2004 tsunami in Indonesia and Sri Lanka.

Before joining USAID Office of the General Counsel in 2001, Mr. Callahan practiced corporate law at Clifford Chance Rogers & Wells (now Clifford Chance) and worked on refugee resettlement matters with the International Catholic Migration Commission and the International Organization for Migration in Vietnam and Macedonia. Mr. Callahan was a Princeton-in-Asia Fellow in Thailand.

Mr. Callahan is a graduate of Syracuse University College of Law (J.D. 1998, Magna Cum Laude, Law Review);, Syracuse University Maxwell School of Citizenship and Public Affairs (M.P.A. 1998) and the College of the Holy Cross (B.A. Political Science 1989). He is a native of Syracuse, NY and a member of the New York State Bar. He is married with four daughters.
