Julia Henn is the Director of USAID/ESC’s Health Office and is responsible for a $45 million PEPFAR program and directs the Caribbean Regional PEPFAR Program as a member of the US Government Interagency Senior Management Team. She leads a team of senior health advisors comprised of five FSNs located in Barbados, Guyana, Suriname and Trinidad. Ms. Henn reports directly to the Mission Director and represents USAID’s health portfolio to five US Embassies and two intergovernmental organizations. Ms. Henn frequently serves as Acting USAID Mission Director.

Prior to this post, Ms. Henn served as the Director of USAID/Eastern and Southern Africa’s Health and HIV/AIDS Office based in Nairobi Kenya where she oversaw programming across 11 countries in HIV/AIDS, other infectious diseases and emerging pandemic threats, maternal newborn and child health, family planning and reproductive health, and health systems strengthening. Ms. Henn has over 20 years of experience in international public health and has worked for USAID for 14 years in both senior technical positions and as part of senior management teams in Senegal, Uganda, Tanzania, and East Africa. She has managed USAID’s President’s Emergency Plan for AIDS Relief (PEPFAR) programming since 2004, overseeing annual budgets ranging in size from 6 to 200 million dollars.

She has a Master of Public Health from the University of Michigan and a Bachelor of Art from Oberlin College. She is an avid scuba diver and enjoys sailing and hiking.
