Gary C. Juste, a member of the Senior Foreign Service with the rank of Counselor, is currently serving as the Senior Deputy Assistant Administrator for the Office of Human Capital and Talent Management at the U.S. Agency for International Development (USAID). Prior to his current posting in HCTM, he was the Senior Development Advisor for USAID/Libya based in Tunis, Tunisia from 2015-2016, where he led USAID’s efforts to stabilize Libya via Countering Violent Extremism and Democracy programs.

Mr. Juste served as Mission Director for USAID/Mali from 2013-2015. In this capacity, he oversaw a complex program that included life-saving assistance in health (stopping the spread of Ebola) and food security, as well as presidential, legislative, and local elections.

Mr. Juste also served as the Director of Acquisition and Assistance for USAID/Haiti after the earthquake of 2010 until 2013. Prior to that posting, Mr. Juste served as Acting Deputy Director for Accountability, Compliance, Transparency, and Support for USAID’s Office of Acquisition and Assistance in Washington, DC from 2009-10. He served as the Deputy Mission Director for USAID/Southern Africa from 2007-09. He also served briefly as Deputy Mission Director in Kabul, Afghanistan in 2009.

In Nairobi, Kenya, where Mr. Juste was based from August 2003 to June 2007, he managed implementation of USAID procurement actions throughout the East Africa region. From 1996-2003, Mr. Juste was the Regional Contracting Officer in Côte d’Ivoire (also covering Mali and Chad), Senegal (also covering Benin and Guinea), and Russia.

Prior to joining USAID in 1993, Mr. Juste was a Contracting Officer for the Walter Reed Army Medical Center. Mr. Juste served in the U.S. Navy from 1976 to 1980 as a Personnelman.

Mr. Juste earned a United Nations Graduate Certificate from New York State’s Long Island University in 1984, and an undergraduate degree in Political Science/Pre-Law from Norfolk State University in 1983.

Mr. Juste was born in Port-au-Prince, Haiti, and migrated to New York City in 1968. He is married and has three children.
