Kofi Owusu-Boakye is the Private Capital Advisor for East Asia, and the Asia Bureau's ASEAN Economic Affairs officer, providing interagency coordination and Washington support for RDMA’s ASEAN economic connectivity programs. In his private sector engagement role, he provides technical leadership and support to the Bureau’s private sector initiatives, with sub-regional oversight responsibilities for the Bureau’s Southeast Asia countries, including the Regional Development Mission for Asia in Bangkok. He supports the Bureau’s Field Investment and Private Enterprise officers in structuring innovative partnerships that leverage the Agency’s resources to harness the skills, technologies and innovations that companies large and small can bring to bear on development challenges.
Kofi joined the Asia Bureau in October 2014, after over a decade of experience in development finance, originating and overseeing development finance transactions for USAID through the Agency’s Development Credit Authority (DCA) in East and West Africa, and most recently as the team leader and senior investment officer for DCA’s Asia and Middle East team.
His broad range of experience in helping USAID Missions structure development finance partnerships with the private sector has included facilitating key transactions in support of several USAID priority initiatives, including for Power Africa and for the Bureau for Food Security, where he originated and executed the Agency’s $25 million landmark private sector partnership with Root Capital to stand up a new regional Food Security and Innovation investment portfolio.
Originally from Ghana, Kofi has an MBA with a finance concentration from the University of Maryland, College Park’s Robert H. Smith School of Business, and undergraduate degrees in Economics and Foreign Affairs from the University of Virginia.
