Alternate Chairman of the Board, Division Director, Washington Financial Services

Ms. Guliwala currently serves as the Washington Financial Services (WFS) Division Director, an organization within the U.S. Agency for International Development (USAID) Bureau for Management, Office of the Chief Financial Officer (CFO), which manages agency-wide credit and financial programs, including financial management of direct and sovereign loan guarantee programs, issuance of government-wide sovereign delinquent debt reports, agency liaison for domestic/international debt negotiations, preparation of Treasury Report on Receivables, and agency accruals estimation. She joined USAID as Lead Accountant in M/CFO/WFS in September 2011 and began serving as Credit Review Board alternate Chair in June 2015.

Prior to joining USAID, Ms. Guliwala worked for IBM Global Business Services and PricewaterhouseCoopers LLP, providing various financial management, information technology, accounting, and budget support services for public sector organizations.

Ms. Guliwala has a Bachelor of Science (B.S.) degree in Accounting from George Mason University and an Associate in Applied Science (A.A.S.) degree in Computer Information Systems from Northern Virginia Community College (summa cum laude). She is a Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), and Chartered Global Management Accountant (CGMA).
