The ASEAN-U.S. Partnership for Good Governance, Equitable and Sustainable Development and Security is a five-year USAID and U. S. Department of State activity designed to strengthen institutions and develop regional policies to advance ASEAN’s political-security and social-cultural objectives.

ADVANCING GOOD GOVERNANCE

As ASEAN member states continue to integrate, new challenges related to social, political and economic cooperation emerge and require cooperation on legal and legislative issues. This includes interpreting the ASEAN Charter and court administrative matters, understanding judgments and international arbitration, and adapting international treaties into national laws. To help address these challenges, the U.S. provides assistance to ASEAN’s judicial representatives to establish networks that can support regional legal standards and practices.

ASSISTING WITH human rights and trafficking ISSUES

To promote effective dialog with ASEAN on social issues, the project supports ASEAN Intergovernmental Commission on Human Rights (AICHR) objectives by supporting educational, outreach and training activities, as well as working with leading regional civil society organizations. The project provides technical assistance to the ASEAN’s Senior Officials Transnational Crime, the AICHR and the ASEAN Commission for the Protection and Promotion of the Rights of Women and Children. As economic integration creates economic growth, it also highlights social concerns such as the vulnerability of those pursuing opportunity across borders and falling victim to crime. The project helps these institutions enhance social services to victims of human trafficking.

HELPING TO INTEGRATE SCIENCE INTO POLICY

In partnership with ASEAN’s Committee on Science and Technology, the program implements a fellowship program that places early career ASEAN scientists into ministries in their home country to promote evidence-based policy processes. It awards one-year fellowships in the fields of biodiversity, energy security, and fisheries and coastal management. The activity seeks to bring scientists who can help bridge the science-policy divide and promote evidence-based policy-making.

DISASTER RISK REDUCTION AND MANAGEMENT

The people, the economies and the infrastructure of ASEAN countries are more vulnerable to natural disasters than any other region on earth. The project works with the national disaster management organizations in each member state to standardize training and improve coordination with ASEAN’s Coordinating Centre for Humanitarian Assistance on Disaster Management. Increased ability to coordinate and support each other in the event of a disaster enhances ASEAN’s ability to prepare for and respond to emergencies.

PEOPLE-TO-PEOPLE CONNECTIVITY AND ENGAGING YOUTH

To strengthen ASEAN’s ability to communicate with its 600 million member citizens, the U.S. Government has provided upgrades to ASEAN’s website and trainings where requested to communications staff. The project also works with ASEAN’s Secretariat to involve youth so their voices are heard.
