Institutional Strengthening of the High Court Council Project

BACKGROUND

USAID works with courts and other judicial institutions to strengthen the rule of law in Serbia. The Institutional Strengthening of the High Court Council project is a two-year, $500,000 initiative to develop the administrative and technical capacity of the High Court Council (HCC), the body responsible for administering Serbia’s judiciary and improving the delivery of justice.

ACTIVITIES

The project provides technical assistance to build the HCC’s capacity in budgeting, forecasting, and management—key components to further the financial independence of the judiciary.  It increases the HCC’s human resources and infrastructure management capacity. The project enhances the HCC’s judicial statistical and legislative analysis capabilities to strengthen court efficiency and modernization. The activity will implement an improved “e-filing” system in three pilot courts.
