The USAID| HIV/AIDS Service Capacity Project in Ukraine (USCP) presented its key outcomes and best practices at the project’s final conference. At the event, representatives of public authorities, international and local non-government organizations, and beneficiaries discussed how to make projects achievements sustainable so they can further improve quality service provision to most at-risk populations. It was agreed that collaboration for strengthening the national HIV/AIDS response, enhancing the enabling environment and institutional capacity of key government and non-government institutions will be continued in the future projects under the Partnership Framework between the United States Government and the Cabinet of Ministers of Ukraine on cooperation in countering HIV/AIDS in 2011–2015.

Over five years USCP can proudly take credit for these key achievements:

• Development and revision of national policies based on world best practices that have helped expand access to prevention, treatment, care and support services for people living with HIV.
• Government bodies more capable of developing and coordinating the implementation of activities to respond to HIV/AIDS issues and challenges.
• The Ukrainian AIDS Center has developed the capability and proven that is can adequately and efficiently implement international grants. As such it has been named the Principal Recipient of a Round 10 Global Fund Grant.
• The National TB and HIV Council, as well as regional and local TB and HIV Councils in 10 regions of Ukraine improved their performance and established collaboration between government and non-government sectors to respond to HIV/AIDS.
• HIV service NGOs improved their organizational capacity to ensuring the quality and wide coverage of these services,
• People living with HIV and most at-risk populations became more involved in regional and local TB and HIV Councils.
• An HIV-related monitoring and evaluation system was improved at both the national and regional level.
• Reduction in stigma and discrimination against PLHIV and MARPs among health care providers.

The USAID| HIV/AIDS Service Capacity Project in Ukraine worked at both the national and regional level, specifically in 10 regions of Ukraine: Autonomous Republic of Crimea; Cherkasy, Chernihiv, Dnipropetrovsk, Donetsk, Kherson, Mykolaiv, Odesa oblasts, and cities of Kyiv and Sevastopol.
