Establish a U.S. – Afghanistan Energy Partnership Program between utilities in the United States and other countries, especially countries in South and Central Asia, and the Ministry of Energy and Water. The partnership program is to accomplish the proper fundamental commercial operations and management practices to the management of DABM; support the unbundling of Ministerial functions from utility operations; enhance the role of the Ministry in the commercial utility operations, generation, transmission & distribution, reconstruction and rehabilitation, and to support the physical reconstruction of the Afghanistan power sector.
