I have had the privilege of experiencing the awesome beauty of Prey Lang and meeting many of the people who have dedicated their lives to protecting that incredible landscape since I arrived last year. I was touched by their stories and humbled by the challenges they face everyday.  This is one of the many reasons I am pleased to be here today as we recognize communities who live in and near forests as well as the rangers for the incredible responsibility they shoulder.

First, when we talk about nutrition, we usually highlight alarming numbers and note disturbing trends. One of the most powerful examples I use for Cambodia is that one out of every three children under five is stunted. Last night, I was reviewing some nutrition notes at home, and when I read this statistic, I thought of my three wonderful daughters, who were playing around me, and I reflected that one would likely have been stunted if circumstances were different and I was a mother in Cambodia.

Good morning. I am honored to be here today as we celebrate the opening of the Lubuto Mthunzi Youth Library. This library represents the ongoing commitment of the United States to support Zambia’s development, in this instance by improving the lives of children and young people. I would like to thank the Lubuto Library Partners for all the hard work they continue to do opening the doors to literature and learning. I also wish to thank our partners in the Zambian Government and other colleagues here today for supporting this unique occasion.

I appreciate that I am looking out across a broad set of people and organizations who have committed themselves to work towards a common goal to help Cambodian children get a better education. When USAID began looking into supporting the Ministry of Education in early grade reading, we were impressed with all of the work that has been done to help children learn to read. I want to salute the Ministry on the efforts and progress made to date in advancing early grade reading.

These periodic surveys of HIV behavior and prevalence have been very influential for programming. They provide us with the latest data on progress as well as show us gaps in HIV prevention, testing, and treatment. As you may recall, the 2010 survey had a great impact on the shape of USAID HIV programming.

Human trafficking is one of the most important human rights challenges of our time. It preys upon the vulnerable, breaks down the rule of law, and corrupts global commerce. It is a serious transitional crime which destroys the lives of millions of people worldwide each year including Cambodia.

The passing of this new law marks an important milestone. It demonstrates Cambodia’s commitment to strengthening health professions and ensuring the quality of health services around the country. It will also help the Councils by strengthening their partnership with the Ministry of Health, health development partners, and you, representatives from the garment factories and private sector.
