The Support to Parliamentary Research activity supports the Department for Research, Library and Archives (DRLA) within the Kosovo’s Assembly by strengthening the DRLA’s ability to fulfil the parliamentary committees’ need for high-quality, objective research and by providing parliamentary research reports for the DRLA.

This 30-month activity will be implemented by KDI, which has ten years of experience working with the Assembly of Kosovo (AoK).  Initially KDI was involved with monitoring activities and facilitating two-way communication between elected MP’s and citizens.  In last two years, KDI has been involved in implementing USAID-funded legislative support activities.

During the project, KDI will work towards achieving the following objectives:

  • Improve the quality of legislation using research and analysis
  • Increase the professional capacity of Assembly members to conduct quality legislative analysis
  • Increase the participation and input of civil society into the legislative process and law-making

To achieve these objectives, the project will work along several lines of effort:

  • 45 parliamentary research reports will be disseminated
  • 25 joint meetings will be organized with CSO’s and parliamentary committees to discuss research findings on each report
  • 4 public consultations will be organized on the legislative agenda, two of which are roundtables with CSO’s
  • 10 public hearings will be held jointly with parliamentary committees on specific policies and legislation and 10 other roundtables discussions with CSO’s on topics related to research done 
  • Continued training of DRLA researchers, including equipping  them with various research methodologies and developing a practical research manual to strengthen their skills
  • A one-day study visit to the Macedonian Parliamentary Service office to help create a regional network for the researchers

KDI will work closely with Members of the Parliament, the Secretariat of AoK, DRLA staff, NDI, CSOs, and citizens to identify issues and concerns, discuss the implementation of the legislative agenda, and prioritize legislative needs.
