Empowerment and Inclusion Division: Victims of Torture Program

USAID works through its Victims of Torture Program (VOT) to assist the treatment and rehabilitation of individuals, families and community members who suffer from the physical and psychological effects of torture and trauma. VOT is housed within USAID’s Center of Excellence on Democracy, Human Rights, and Governance (DRG) in the Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA). VOT works primarily through nongovernmental organizations (NGOs) overseas that (1) provide direct services to survivors, their families and communities; (2) strengthen the capacity of country based institutions in their delivery of services to survivors; and (3) increase the level of knowledge and understanding about the needs of torture and trauma victims.
