[Greetings]

It is a great honor to be here in my third week in the Philippines as the new Mission Director of the United States Agency for International Development, commonly known as USAID. USAID is the lead U.S. government agency that works to end global poverty and enable democratic, resilient societies to realize their potential. As part of U.S. Embassy Philippines, I bring you the greetings of the U.S. Ambassador, the Honorable Sung Kim.

I would like to start by acknowledging all your hard work to strengthen education governance in Philippines. I understand that yesterday was an inspiring first day of the summit. You heard from a variety of distinguished speakers — including mayors, governors and education officials — who discussed their insights on education governance, based on their rich experiences. I am certain the learning will continue today.

USAID is proud to partner with the Synergeia Foundation to implement the Education Governance Effectiveness project, affectionately known as EdGE.

Through the Memorandum of Understanding that we are about to sign, we –– USAID and NPC –– are aligning our collective commitment to protect natural forests from deforestation and degradation through the use of LAWIN.

In the Philippines, USAID has brought together these two priorities – access to water supply access and climate resilience. As we have worked to extend access to safe water and improved sanitation we have searched out the nexus between those important objectives and our quest to foster resilience in communities.

Urban development is a key feature of USAID’s work in the Philippines. One of our significant areas of work is the Cities Development Initiative, in which we integrate resources from our various technical sectors — health, education, economic growth, governance, and environment — to support partner cities in fulfilling their potential as engines of inclusive economic growth.

Across all 12 Pacific island countries, USAID assistance focuses on climate change adaptation, greater disaster preparedness and providing relief when disasters do strike. In the Federated States of Micronesia and the Marshall Islands, we also assist in reconstruction from disasters. In Papua New Guinea, USAID supports biodiversity conservation and improved natural resource management, helps combat HIV/AIDS and multidrug-resistant tuberculosis, and works to strengthen democracy, peace and security in the post-conflict Autonomous Region of Bougainville. Through our regional programming, we also support sustainable fisheries management and conservation.

Today we are launching a collection of inspiring stories of ordinary men and women who are advancing tourism throughout the Philippines. They come from places as far north as Ilocos Norte and as far south as Zamboanga. Tourism Stories is an invitation to everyone to celebrate the triumph of the Filipino spirit amid adversity. This book features stories of vulnerable men and women who have overcome hardships, forging dignified livelihoods through tourism, and helping to advance the sector throughout the Philippines.

USAID is pleased to support the Government of the Philippines, through a grant to the UPEcon Foundation, to implement the Energy Policy Development Program. The program works to strengthen the country’s energy policies that will promote more affordable, reliable and environmentally-sound energy development. These are key elements to sustain the country’s growth trajectory.

As many of us gathered here are aware, both the U.S. and the Philippines are founding members of the Open Government Partnership (OGP). Broadly, the OGP is an international platform for more meaningful engagements and dialogues between the government and the people it serves. It is a global standard for promoting accountability, transparency, citizen engagement and use of technology to strengthen governance. We are all here because we believe in the power of transparency, accountability, participation, and inclusion in transforming the direction of development.
