The PACE-A project partners with the Ministry of Education (MoE) to increase access to basic education for children in areas where there are no government schools. The project extends school classes to underserved areas by working with residents to recruit and train a local teacher, and establish a primary school in a borrowed building, courtyard, or even under a tree. The project also supports adult literacy programs, accelerated learning programs for over-aged learners, and early childhood education. PACE-A strengthens community structures and civil-society organizations while developing modes of cooperation between community-based and MoE schools. An emergency education component provides education services to primary school children in ten provinces, including internally displaced populations in settlements or camps and in areas vulnerable to conflict.  As the project ends, responsibility for management of the community-based education program will move to the MoE.
