Establishment of Management Services for the American University of Afghanistan

On March 24, 2005, USAID awarded a grant to launch the start-up of the American University. This grant was made through the Asia Foundation (TAF) Afghanistan, with the clear understanding that TAF would provide technical support, as well as fiduciary oversight to AUAf. Specifically, the Foundation’s role is to bring the university's financial and administrative systems to a level where AUAf can receive and manage USAID funds, and also sourcing specified technical assistance. This includes the following: 1) Ensure that internal financial and administrative controls meet with USAID compliance and are allowable USG costs; 2) Monitor AUAf expenses to ensure appropriate procurement methods are followed and that all expenditures are properly documented; 3) Ensure that policies and procedures adopted by the AUAf board of trustees are USAID compliant; 4) Provide technical assistance as needed to support AUAf management and accounting systems; 5) Provide interim support to the core management team (president’s office, provost, finance and administration) by identifying needs and facilitating the hiring of short-term personnel to fill key positions; and 6) Provide counsel and support to the core management as requested, per agreement with AUAf and USAID.
