As one of the U.S. Government agencies implementing the PEPFAR program, USAID works with the Dominican Government, as well non-governmental and community-based organizations, to achieve control of the HIV epidemic. Through this strong collaboration, PEPFAR has been able to effectively mobilize, coordinate, and efficiently utilize resources to expand high-impact strategies. Geographically focused in six provinces (Santo Domingo, La Romana, Santiago, Puerto Plata, La Altagracia, and Valverde), the PEPFAR program seeks to increase the availability of testing, improve linkages and retention of persons living with HIV into care and treatment services, achieve viral suppression, and reduce the number of newly HIV-infected individuals. 

In order to accomplish the PEPFAR strategy, USAID supports a portfolio with strategic, scientifically sound investments that rapidly scale-up core HIV prevention, treatment, and care interventions to maximize impact. In addition, USAID provides technical assistance to the Ministry of Health to strengthen supply chain management and improve deployment and job performance of HIV service provision staff.  Support is also targeted to improve the access and quality of HIV service delivery and address gender based violence. 

USAID activities focus on populations at the highest risk of HIV infection. The provision of comprehensive, population-tailored HIV prevention, care, and treatment services for key populations, including men who have sex with men, transgender persons, and female sex workers, is integral to reducing new infections. USAID has historically supported the procurement, distribution, and promotion of socially-marketed condoms and lubricant to its targeted populations.  As of 2016, the program has become self-sustaining from program income and can be expected to remain a key part of the condom market without external support in the years to come.
